SS 15.01pr - Student COVID-19 Vaccination and Exemption : Procedures


SUMMARY/SCOPE
Pursuant to Governor Inslee Higher Education Proclamation 20-12.5 from August 27, 2021, Edmonds College (EC) has elected to be a fully vaccinated campus beginning fall quarter 2021 and is requiring all students who participate in or attend courses, operations, or other activities in person at any EC location to be fully vaccinated against COVID-19, except in the case of any medical exemption as required by law, and/or any religious exemption.

Students enrolled only in online courses who do not intend to visit the EC campus or EC locations are not required to attest to vaccine status or seek an exemption. 

A person is considered fully vaccinated against COVID-19 two weeks after they have received the second dose in a two-dose series of a COVID-19 vaccine authorized for use by the FDA, two weeks after they have received a single-dose COVID-19 vaccine authorized for use by the FDA, or two weeks after they have received all recommended doses of a COVID-19 vaccine that is listed for use by the World Health Organization (WHO).

DESCRIPTION
Students are required to be vaccinated or claim an exemption. Each student must attest to vaccination status in ctcLink under the “Immunization Attestation” tile in the student portal. This information is covered by FERPA and will be shared only to the extent required by law, including health mandates.

Students enrolled only in online courses who do not intend to visit the Edmonds College campus or EC locations are not required to attest to vaccine status or seek an exemption. This includes online Continuing Education and Creative Retirement Institute classes, as well as students enrolled in College in the High School (CHS) and Career and Technical Education (CTE) programs at the high school. Prospective students and families must follow the college’s visitor protocol.

PROCEDURE DETAILS
Verification of Vaccination Status

  • The college has elected to collect verification of vaccination status in ctcLink (considered an electronic signature by the student).  
  • Self-attestation will include the following information:  
    • The brand of vaccine administered.
    • The dates when each dose of the COVID-19 vaccine was administered.
    • Language stating that the student is attesting to the truthfulness of their self-attestation and will be subject to disciplinary action if their self-attestation is determined to be untruthful in violation of the college’s code of conduct.
    • Language stating that the college and state and local public health officials may require further verification of the student’s vaccination status, including observing the student’s CDC vaccination card, state immunization information system record, or other documentation. 
  • Self-attestation of vaccination status is sufficient; however, the college and state and local public health officials may require further verification of the student’s vaccination status, including observing the student’s CDC vaccination card, state immunization information system record, or other documentation.
  • Student employees are subject to the same requirements as employees for attestation documentation. 
  • Running Start students (including those under 18) are considered college students and are subject to the same vaccination requirements as all other college students. 

Vaccination Exemptions:

  • Only medical exemptions provided for under the law and any religious exemptions are allowed.
  • Medical and religious exemptions to the vaccine can be applied for in the attestation in ctcLink.
  • Students requesting religious exemption may self-attest in ctcLink (providing false information is subject to student conduct code). We reserve the right to request additional information, including whether or not  the student has received previous vaccinations for other diseases.
  • Students requesting a medical exemption in ctcLink must follow the college’s accommodations process as administered by the Services for Students with Disabilities (SSD) office. Students will be contacted by SSD via email letting them know the process for providing medical documentation.
  • Student employees are subject to the same requirements as employees for exemption documentation.

Students Who Do Not Complete the Process

  • Students who do not complete the process will be notified of the requirement.
  • The college reserves the right to take appropriate actions, including but not limited to disciplinary action as outlined in the Student Code of Conduct.
