SS 10.01pr - Registered Sexual Offender(s) : Notification of


SUMMARY/SCOPE
Procedures for the notification of the enrollment or presence of a convicted sexual offender(s) at Edmonds College.

DESCRIPTION
Pursuant to RCW 4.24.550, Edmonds College is authorized to notify the college community when knowledge is received of the enrollment of a convicted sexual offender. The notification shall be in accordance with applicable laws and should be in such a manner that maintains safety.

PROCEDURE DETAILS
Identification
  • All communication/notification from law enforcement officials regarding convicted sexual offenders shall be directed to the Office of the Vice President for Enrollment and Student Services.
  • The Office of the Vice President for Enrollment and Student Services will verify records to determine if the offender is a registered student and will make every effort to notify the appropriate college community members soon after notification.
Notification
  • Notification to the campus community will be made pursuant to RCW 4.24.550, Sex offender and kidnapping offenders - Release of information to public. The Office of the Vice President for Enrollment and Student Services will obtain information regarding the offender’s risk level classification from law enforcement authorities. Risk level will determine the scope of notification.
  •  
  • Risk classifications are determined by appropriate law enforcement authorities.
    • Level I - Low Risk to the Community
      • Offender name and Risk Level will be on file in the offices of the Vice President for Enrollment and Student Services and Campus Safety and Security.
      • Written notification to the Center for Families, including a photo (if available).
    • Level II - Medium Risk to the Community
      • Same notification as above for Level I.
      • Written notification to the faculty whose classes in which the offender has enrolled, and the division’s dean.
    • Level III - High Risk to the Community
      • Same notification as above for Level II.
      • Written communication to the campus community via campus e-mail from the Office of the Vice President for Enrollment and Student Services. The extent of the information provided by the Office of the Vice President for Enrollment and Student Services will be at his/her discretion.
      • Written notification to the students enrolled in classes in which the offender is enrolled via e-mail from the Office of the Vice President for Enollment and Student Services.
  • Each offender, regardless of risk classification, will be notified of the requirement of a one-time meeting with the Vice President for Enrollment and Student Services or designee. The student will be informed of the notification procedure and conditions of enrollment, as well as provided with information regarding rights, responsibilities, and privacy protections of students.
Immunity

Public employees and/or public agencies are immune from civil liability for damages for any discretionary risk level classification decisions or release of relevant and necessary information, unless it is shown that the employee or agency acted with gross negligence or in bad faith (RCW 4.24.550).
