Emergency Management - Business Continuity Associate in Applied Science-T Degree

The Emergency Management and Business Continuity program was developed due to the high demand for trained professionals in this multi-disciplined field. This two-year degree program provides education and training for individuals currently working in the field and for students desiring to work in business operations, security, crisis management, emergency planning, preparedness, business continuity, disaster response, and recovery for private sector, community, non-profit, voluntary, tribal, or governmental agencies.

This Associate in Applied Science-T (AAS-T) in Emergency Management and Business Continuity is a 99-103 credit professional technical degree with a core of general education courses commonly accepted in transfer. In general, professional-technical degrees are not designed for transfer to other colleges or universities. This degree will articulate to several four-year institutions, including CWU/ITAM program, TESC, Antioch and University of Phoenix, as well as other institutions.

Students seeking to transfer to degree programs other than those specifically designed for the AAS-T should consider the Associate of Arts or the Associate of Science degree, which are specifically designed for transfer to four-year colleges and universities.

Credit/Grade Requirements The AAS-T degree is awarded upon completion of a minimum of 99 credits of General Requirements, Distribution Requirements, and Specified Requirements outlined on the program requirement sheet. A minimum of 30 credits or one-third of the required credits, whichever is less, must be earned at Edmonds Community College. Students are required to maintain a minimum cumulative grade point average of 2.0 in all college-level courses.

Cultural Diversity Requirement All students earning degrees and certificates of 45 credits or more must meet a cultural diversity (CD) requirement by completing courses marked as “CD” on the requirement sheet and/or “Meets Cultural Diversity Requirement” in the quarterly class schedule. Those courses may also be used to fulfill other requirements of the degree or certificate.

Graduation Application A completed Graduation Application form must be submitted to Enrollment Services by the 10th day of the quarter in which the student expects to graduate. Forms are available online or at Enrollment Services located in Lynnwood Hall.

Students are advised to:

  • Consult with an EMERG faculty adviser quarterly for course selection and completion of degree requirements and plan their schedule several quarters in advance (Note: All decisions on selection of courses are ultimately the responsibility of the student),
  • Review the college catalog for required course prerequisites and include these in schedule planning, and
  • Meet with an adviser of the college they plan to transfer to review exact and specific admission requirements.

Students must complete a quantitative reasoning course, MATH& 107 - Math in Society OR MATH& 146 - Introduction to Statistics which requires completion of MATH 090  or an equivalent placement score. Students should meet with an adviser to discuss math requirements for transferring to a four-year school.

V. Electives (5 credits):


The remaining elective credits may be selected from listed elective courses or any course under Additional Requirements.

Degree Outcomes


Students completing this degree will be able to:

  • Demonstrate a comprehensive understanding of the different phases in Emergency Management: Prevention (Mitigation); Preparedness; Response; and Recovery.
  • Build positive working relationships with the community, voluntary agencies, local, state, tribal and federal agencies. These skills include group interaction, communication, problem solving, comprehension of the social/psychological aspects in emergencies, and crisis management techniques.
  • Gather, assemble, and interpret data to determine the hazard exposure, vulnerability, resources and strategies to mitigate the impact of disasters for notification and communication.
  • Identify and evaluate evidence-based practice methods, including principles, strategies and techniques that can be used to prepare for, respond to and recover from disasters and emergency situations including continuity of operations.
  • Explain elements and critical functions of the National Incident Management System (NIMS) and Incident Command Systems (ICS). Provide ICS basic and advanced command and general staff orientation for response and recovery operations.
  • Organize and coordinate a team for planning, resource management and supervision of emergency response and recovery operations, integrating ICS and NIMS.
  • Adopt essential and current practice guidelines for business continuity planning, training, and exercising the effectiveness of the business continuity plan for an organization.
  • Conduct training needs analysis to develop criteria for scenario based exercises (Homeland Security Exercise & Evaluation Program HSEEP) to test elements of an emergency plan and present elements and timelines for implementation of a plan to facilitate understanding of stakeholders, responders, and other entities.
  • Integrate regulations and guidelines of the National Response Framework (NRF), 44 CFR Emergency Management and Assistance, and other regulations such as OSHA or EPA that have application in emergency management operations.
